employee used personal account to register device

I have an iPad that needs to be reconfigured for a new employee. The last employee left the company and we can't get a hold of him to unlock the device. The apple ID the device is registered too is his personal address. What can we do? IMEI is ************and the serial is DM*******NQV. I want to say it is running IOS 7 but I can't get into the device to be sure.

Consider DEP, Device Enrollment Program. Use VPP, Volume Purchase Program. Select an MDM, Mobile Device Management. Read the Google doc below and nsdjoey write up.
