To change the functionality and then insist that everyone change and use it "as it was designed" is a silly argument. You mean "as its designed now, because we changed it without telling you."

Ringing on multiple devices, some of which may be personal devices when you're getting a work call is the problem. The functionality worked great. Now it stinks. And I'd wager a guess it will be changed back when they figure out the design ERROR. No company is perfect and that includes Apple. Just because you keep stating your argument exactly the same way over and over doesn't make it right.

Then Apple rep told me when I set these up for my family at the start, that everyone could share the iCloud account and apps. And I would be able to somewhat control my kids phones. If functionality is added, it would be nice to know about instead of wasting time chasing around "bugs" - and run across all this self-righteous, sanctimonious bs from people who know not of what they speak.

Then you either misunderstood or the Apple rep misspoke. You can share an Apple ID for purchases (though Family Sharing is a better option now), but sharing an iCloud ID can lead to all kinds of issues with cross contamination of data, as you're finding out.
Calling it "self-righteous, sanctimonious bs" does not change the fact that it is the truth. Refusing to accept it will not alter reality.

Have you ever tried setting one up correctly, just as a test.

tap on your name at the top
Go to contact information
delete any additional email addresses. Just keep the primary address.
Seemed to work for me...

This and other recent update issues have wasted so much of my time and there's no support from Apple to fix it, just fanboys telling us why we should put up with it. I'm getting sick and tired of apple creating admin nightmares for me (I have to sort my wife's kit out too so it's double the hassle). I don't see any meaningful functional improvements to my digital life from Apple just a few low value graphics tweaks and lots of arrogant updates that assume we're all fanboys and have nothing better to do with our lives than **** around on the settings section of our Apple kit. Apple wake up you're fast becoming the PC world that I left in 2005.

My case is similar to MerchantOVenice, I have a private phone and one dedicated to my work (The rest of the family have their own ID's btw). This used to work but after a recent upgrade to iOS 9.2 I started seeing call history being shared between the two phones.
What worked for me was to: reenable call forwarding, disable the listed accounts and then disable call forwarding again.
I hope this trick will work for others as well.

The problem occurs on both my phone and my wife's phone. We have no other phones.
On each phone I signed out of iCloud, iTunes and Find My Phone. I don't have things like Find My Friends to sign out of.
Once both were signed out, I signed back in to each phone.
Next made some calls from each photo and the opposite phone did not see the calls or missed calls.
Today we both made calls this morning and so far these calls are not showing on the others phones.
The difference this time vs last time was to signout all phones and not to signout and sign back in.
During the signout process I allowed the deletion of information on my phone as it would come back in from iCloud. When Signing back in, I allowed Merge data. I have to redo my Apple Wallet and reenter my cards. No problem for credit cards, but could be a problem for someone with gift cards that put those into their wallet but didn't keep the original card.
As people have stated who have the problem, this was not an issue in the past and then started occurring. We've been using one apple id for years and never had this problem in the past. Using Family Share is not an option as that does not allow for the sharing of contacts nor does it allow for sharing of existing calendars. We have multiple calendars for specific purposes that we share via this one apple id and having to create one new family
