My bluetooth is greyed out

I can't use my wireless mouse or keyboard, my bluetooth icon is greyed out, i cannot get it to turn on, I put in new batteries and I tried removing com.apple.bluetooth.plist from the preferences, didn't work. i tried deleting com.appl.bluetooth.plist and it said I do not own it and cannot overwrite it.
