I connect my guitar to my computer via a phono to USB adaptor. The GarageBand software works okay but there is about a second delay on the input signal. Is this normal?

It sounds like you are getting some input lag when playing your guitar and recording it in garageband. This article explains a bit why that may be happening with instructions to adjust the quantization of a track to help:
