My iPhone 4s locked and is talking when I touch the screen. I tried to reset it but the find my phone app is on and it tells me to turn it off before I can reset it. But I can't because it's locked. can anyone help.

You will need to restore as new. All your data will be lost unless you have a backup.

You have VoiceOver enabled. You may be able to unlock it by tapping on the thing you want to select once then double tapping it once it has a white box around it. So you would basically do the following:
1. Tap Slide to Unlock, it will highlight it and say it out loud.
2. Double tap Slide to Unlock
3. Tap the first number of your passcode, it should highlight it and say the number out loud.
4. Double tap the highlighted number again to select it.
5. Repeat 3 and 4 for the next three digits.
6. Once you get the hang of it you can go into Settings > General > Accessibility > VoiceOver and disable it.
