With the update to IOS 8.3 I am unable to use any application that depends on a GPS. This was not a problem with IOS 8.2 and earlier. I would like to restore my ipad to the IOS 8.2 unless their is a "fix" available.

I'm sorry, but Apple does not provide a downgrade path for iOS. Because downgrading is unsupported by Apple we cannot discuss it on these forums.

Basics from the manual are restart, reset, restore. Before restoring the phone you'll want to ensure that you've fully backed it up. I would try going into Settings > General > Reset and choosing "Reset Location and Privacy".
Does Apple have any fix for this problem?
If you do a search of the forum, there are a number of specific posts regarding the use of certain GPS related applications, generally related to aircraft flight information. According to what I have read, Apple appears to be aware of the issue, as well as many of the app developers. They appear to be working together on the issue, however no definitive timeline has been identified for any fixes.
