Touchscreen problem

the Touchscreen isnt working well, i cant use apps properly, safari is difficult to scroll, even writing, i already tried by reset the iPhone but it didnt work.

iPhone 5, iOS 8.3

This is the only support document on touchscreen issues. If you follow the steps there and it still does not work, then the final step is to make an appointment at the Genius Bar of the nearest Apple store or Authorize Apple Service provider. If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch - Apple Support
