Where are my photos?

My iPhone Settings (General>Usage>Manage Storage (STORAGE)>Photos & Camera) indicate my Photo Library takes up 15.7MB but I can find no photos in the Photo Library. Nor can I see any in iTunes, where I back up the phone, or in iCloud, which iTunes tells me is where my photos are backed up.
