software update to 8.0 on 4S

Experiencing severe technical problems with 4S after 8.0 update. How can I go back to 7.0?

iPhone 4S, iOS 6.0.2

You cannot. Apple does not provide a path for downgrading. If you are experiencing problems with iOS8.0, then update to iOS8.3, the latest and see if that corrects whatever "severe technical problems" you are experiencing.

I am currently at the Apple Irvine store and they are considering replacing my 4S with another functioning 4S phone~to replace. The touch screen does not react to user and lags & skips.

Okay, that is something completely different from a software issue. Touchscreen is hardware, not software.
