I can't unlock Location Services IOS 8.3 iPhone 6

I've checked Settings => General => Restrictions and Location Service is set to Always Allow and the switch for Location Services is in the On position.

However, it remains dulled and I can't change it.

In Settings => Privacy => Location Services it is also dulled.

I tried resetting the phone by holding down the On/Off & Home buttons until I saw the apple icon. Didn't help.

Anyone out there know how to correct this?
