FaceTime / Messages activation (iPad 3 mini / iOS 8.3 / wifi only)

Can't activate FaceTime / Messages on iPad 3 mini / iOS 8.3 (wifi only)...

Already tried resetting all settings / network / removing all data (including content) - no luck... Activation error - FaceTime/Messages server not available.

Tried to change wifi - no luck (from iPhone / MacBook everything works fine)
