Remove apple id

I have a restored 4th gen ipad and it has been locked with my little brother's apple id (which has no correct information ) and now it has been disabled and i couldn't unlock my ipad since then. The worst thing is that he forgot the email he used on his apple id , so nobody can unlock it now...

I am from malaysia and i tried contacting apple(malaysia) but those people weren't helping at all, all they said is "No you can't."

Is there any way i can do to unlock my ipad? it has been lying in the corner since the restoring..

Are there any ways to completely delete the apple id ? since it has no use because my brother created it just to download apps, no real information was in the account.
