Fan doesn't come on even though battery overheats

What should I do as my battery overheats, but my fan doesn't come on with my 13" Macbook Air mid-2011?

Have you tried a SMC reset?

If that fails, make an appointment at an Apple store genius bar for a FREE evaluation.
