iCloudGo to Settings>FaceTime and sign in with your Apple ID. Be sure you are connected to Wifi. Take a look at this link for more info:

iCloudNot sure what you are saying? Once you type in your Apple ID and password what happens? Do you get an error? Are you connected to Wifi or Cellular?
If you get an error when trying to activate iMessage or FaceTime - Apple Support
If you can't make or receive FaceTime calls - Apple Support
