This Apple ID is valid but is not an iCloud account.

Recently, I downloaded iCloud on my laptop (Windows 8.1 64-bit). I tried logging into my Apple ID, but it says that 'This Apple ID is valid but is not an iCloud account.' Can someone help me? I'd really like to access my documents on my laptop.
