My Mac has a "red-error-fix" problem when opening safari and now is frozen. And advice to resolve problem?

there re is a .net frame work file is missing due to harmful virus.
DEbug malware error 895-system 32.exu failure.
Safari screen is red and stuck.
Then a waning shows and wants me to call 844-312-8674 for emergency tech support. The system maybe infected with 2 viruses: browser.hijacker.spy ./ Trojan.fakeav-download.
Do NOT call the number.
Quit or force quit Safari, then restart Safari while holding the shift key.
