Camera problem - iPhone 6

I have a problem with taking pictures with iPhone 6 at night.

Unfortunately they all look like they're obscured by fog and it's hard to see the person clearly.

Can I do anything to avoid that? I've tried my best and still, all of the pictures went wrong.
