All my contacts from my iphone won't backup to my icloud

I have an iphone4 and i've tried all day to back up ALL my contacts to my icloud but over half of them are missing!

On my phone when i go to groups and show all icloud contacts, they're all there.

But when i go to the icloud on my windows computer there are barely any.

There are lots of new contacts that i need to be backed up!

I've tried turning off contacts when in the icloud menu on my phone, and leaving it off for 10 mins then clicking it on again, but it won't work!

I've backed up my phone 3 times already in the last few hours!
