Can't adjust Pages cell heights in Table

I have a table whose cell heights have changed for no apparent reason. Some cells are taller than others and I didn't do it. I can't change or move them in any way. Everything is greyed out. What happened. I have to reduce the cell heights or fonts or whatever to get the table to fit in a page and I can't do it. What is wrong with it?
