Download or sync it to the second iPad the way you put it on the first one.

THis did not work. I downloaded the app from the Apple Store and paid $15. When I tried to download again the second time they ranted me to pay again. The app store said the app could be shared with family members.

You either need to be signed in with the same Apple ID or set up Family Sharing.
