Edited photos won't save since iOS update

SInce iOS update 8.3 on my 4th generation iPad, when I edit a photo, it won't save the changes. All I am trying to do is resize the border. It also tells me my pictures cannot be edited, but will make a copy to edit, but it doesn't work. Any ideas?
