why won't apple verify my billing info?

I tried download a FREE app and it asked for me to verify my billing info. I did and it didnt work. I tried entering different cards that are working but it still wont validate. idk what to do cause now i can't download anything. I tried on my iphone AND Ipad. SOMEONE HELP!!!!!!!!!!!
