My Mac Keeps changing its language to Chinese

I Have had this Mac for awhile and it has been fine. I managed to delete All the accounts off it however I resolved that. But since I have made the change back my whole mac is in Chinese. I have followed instructions repeatedly of going into the language part of System preferences and dragging English to the top of the list and deleting all the other languages and restarting the laptop so changes will take place however they never do and it goes back to Chinese. Please help
