Is there a way to cleanly reinstall Photos?

My Photos app freezes on quit with the message "closing library".

A repair of the library and creating a new system library has not helped. I can only force quit.

Therefore I am wondering whether and how I can do a clean photos reinstall? or is there a system file I can simply delete?
