Find my iPad

My wife lost her iPad at Victoria B.C airport. I had enabled Find my iPad option and when I try to track it from Ottawa Ontario it shows Offline.

I Understand it needs to be connected to WiFi before I can determine the IP address and the location or the whereabouts of the iPad.

However, my question is: could someone disable trackability without powering it?

Secondly, would I be able to track lost iPad indefinitely?

Nobody can disable Find My iPhone without turning the device on. I assume that as long as fhe device is not signed out of iCloud, is connected to WiFi and it is online, it should appear when using Find My iPhone. That would be no different than you leaving the iPad powered up, online and connected to WiFi.

Note where it says that of the device cannot be located, it will show the last known location for up to 24 hours.
