It sounds like you have iTunes installed and it does not run properly for you. If that's the case you should be able to get it working with the info in this article:
Fix unexpected quits or launch issues in iTunes for Windows
When you download the application from Apple - iTunes - Download iTunes Now it does check the OS you have running so when you click download it downloads the corrrect version for you automatically.
If what I positted is not the case, can you elaborate on what is happening with your iTunes?
