The heading says it all... despite all content showing as downloaded, no current download or install activity...
Maybe a delete and reinstall?

I had that problem when I first downloaded 3.1.1. I can't remember exactly how the problem was resolved, but it didn't require a reinstall. Try manually selecting all boxes just in case there might be a file somewhere that didn't load.

at first I did try selecting one of the already installed packages just for grins. After that reinstall, no difference. I then simply clicked cancel whenever that option was available and that stopped it. A bit counter intuitive given that all packets were downloaded end and installed. I wanted to still see other replies and info, that's why I hadn't yet updated the question.
