changing apple ID

my iphone got stolen and the thief had my Apple ID`s email.

1. now the phone is on lost mode. can i still change the Apple id and keep the phone deactivate?

2. if I use the function "erase iphone" does the phone will still be deactivated and i be able to trase it with "find my iphone"?
