why won't my iPad let me send messages to my contacts
Do the people in your contacts have Apple devices, and if so, do they have iMessage accounts set up on those devices? An iPad can only send iMessages to other Apple devices.
If you wan to send SMS texts from an iPad you will need to pair it with an iPhone (Connect your iPhone, iPad, iPod touch, and Mac using Continuity - Apple Support), use the contact's carrier specific SMS gateway and send an email to that address, or use a some other internet based messaging service.
An iPad by itself is not able to send SMS texts as those require a cellular telephone voice connection and cannot be sent over a data-only connection.
