Cannot get finger touch to respond to anything on my iPad

Last night my ipad failed to respond to finger touch on any program. I can swipe to start my ipad but once on I cannot get any program to respond to me even in the Settings area. Its like its allowing me to turn on the ipad but once on I cannot get any program to respond to me. EXAMPLE: I can pull up the weather channel app but once there I cannot move from the actual temp to the forecast. I can pull up a game app but cannot get past the opening screen. I have the 8.3 OS HELP!!!!
