What happens that requires a renoot?

Is there sufficient free storage available?

You might want to consider restoring to Factory Settings. This will reload a fresh copy of the iOS software onto your device:

Restore to Factory: Connect your device to iTunes on your computer, backup, and then select Restore to Factory.

See here for more information on Restore to Factory: https://support.apple.com/en-us/HT201252

If this doesn’t work your device may have developed a hardware problem. Contact Apple Support: http://www.apple.com/contact/
