I have a small internal HD on my Mac Mini and would like to free up some more space. Can iMovie and its linked folder be moved to an external drive similar to iTunes and Photos?

Yes. From within iMovie 10 you create a new library on your external drive then move the events (which contain projects) from the old to the new library. See: http://help.apple.com/imovie/mac/10.0.8/#/mov3fa25bae7
