Missing the SMS/MMS Messages options on my iPad Mini - Verizon (8.3). What happened?

I have an Apple iPad Mini MD541LL/A (Verizon), iOS 8.3. I am missing the SMS/MMS Messages options. I am also not able to see group messages. I noticed today that I'm not receiving SMS/MMS texted to my iPad Mini (Verizon) today. I'm also not seeing SMS/MMS messages on my desktop either (OS 10.10.3).

I'm sure these are related, but I I'm at a loss at how to troubleshoot the problem.
