Q: Unable to Accept Family Sharing Invitation

I have tried activating Family Sharing, but the secondary account has two issues:

 

1. If I try to accept via an iPad Air, I get the error, "Can not connect to iCloud."

2. If I try to accept on my Mac Mini, it asks for a valid form of payment even though the payment information clearly displays a Visa card in the field.

3. Under iCloud, the Set Up Family button is greyed out.

 

I have read that an AppleID that has been used for business purposes might not be able to be used for sharing purposes. Do I need to create a different AppleID just to enable Family Sharing, or is this something that can be worked around?
