My iPhone will not see bluetooth devices

I have new Bluetooth earbuds. I'm trying to pair them with my iPhone and I cannot. The phone's Bluetooth is on and is discoverable. under devices the grey wheel simply scrolls and finds nothing. My IOS is up to date, and I rebooted the phone. Thoughts?
