iPhone 5 but no FaceTime

My phone was bought as a gift from Saudi Arabia. Because of their laws, I do not have access to FaceTime. I live in Karachi Pakistan and do not intend on using my phone in the Middle East. How can I get facetime installed on my computer. I do not want jailbreak options or Cydia hacks. I have siblings living in the US whom I wish to facetime with but cannot.
