AppleTV connected to any TV/HDMI TV brands even without internet

Can I use AppleTV, connected to any LED/HDMI TV brands, even without WIFI? I have mobile data on my iPhone and I want all my streamed videos from Youtube, Facebook, Twitter, etc. be shown to TV using this AppleTV. Is this possible? How? Thanks.
