Restore usually means that you want to restore it with a backup from a previous iPhone. To do that see Transfer content from an iPhone, iPad, or iPod touch to a new device - Apple Support

If you just want to clear it and start as if it were new without installing a prior backup from another iPhone, see What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support
