How do we lock settings to prevent an elderly person from changing anything?

OK , we have a problem where our 96 year old mother who has her own ipad and iMac, she tends to change her password without talking to us. She tend to forget what she's done which is understandable. But we need to lock all her actual settings including her password so when she forgets something she will not be able to do anything but use her iPad And her iMac, leaving updates and "changes" to us. This is happening too often and we all talk via FaceTime and Skype everyday unless she's done something which is finally caused this question. She is extremely independent so she tries to do it all herself, then we end up with an expensive doorstop until I can get to her, an hour away.

I need to try this but over all I believe this might work. We just do not want her messing with settings in general or we lose contact with her over FaceTime and Skype. So if she is unable to change any password or mess with settings then this solves the problem completely. We do not have to worry about her spending or buying anything, she still has her first penny , so that is drilled into her from her childhood. Apple does need a section just for the elderly where they might only need specific apps mostly communication, iBooks, FaceBook, email and web. Gaming should be an option because many do not go for that.

Thank you for your answer, not having young children myself but being her IT person, I never bothered to worry with learning Parental controls or even think about them.
