I want to change my primary id email from a hotmail.com to a iCloud.com but it won't let me.

Do you see any error messages?
Make sure you follow all the steps from this article: Change your Apple ID - Apple Support
After you change your Apple ID email, don't forget to sign out and then back in on all the devices you have linked to this Apple ID.
You cannot set up an Apple ID using this email address. Please try again using a different email address.

Right - you cannot change an existing Apple ID to any Apple domain email address (@me, @mac, @icloud). The iCloud email address you are attempting to use is already tied to an Apple ID. All you can do with an existing Apple ID is to change it to a different (non-Apple domain) email address.
