To get a host, then you need to go and find and sign up for a web hosting account with the many web hosts that are out there.  GoDaddy is one, HostExcellence, Krystal Hosting etc.  You will firstly need to register a domain name through them and then order the hosting.

With iWeb 09 or version 3, you can upload directly from iWeb to your server or you can publish the folder to your desktop and then use an ftp client/programme such as Cyberduck or Transmit to upload your folder to your server instead.

Remember though that iWeb is an UNSUPPORTED product and has not been sold or supported by Apple for at least the last 3 years and has not been updated for the last 6 years, so you might want to take a look at the alternatives out there that are more up-to-date than iWeb and that are also supported, such as EverWeb.
