Trackpad stutter choppy after launching safari on iMac? help

Tried all posted solutions from apple (some are below).

Narrowed it down now to safari..seems to work fine when I log in to Yosemite, however once safari is launched, stuttering/choppy mouse pointer issue begins, AND, the problem persists even after closing safari.

I disabled extensions that I have (ad blocker, last pass..), and ran in safe boot, track pad works fine until I launch safari. Only running <10 tabs. And 'memory clean' shows ~6-10GBs of free memory.

Plugging in a USB mouse resolves all of this. It's specific to the track pad. Mostly I test this with running circles with my finger using the trackpad vs. the mouse.

Otherwise:
Track pad is clean, and re cleaned it.

changed batteries.

No positional or outside interference, tried moving it without resolution.

Disabeled wireless. disabled router. disabled my iphone/ipad bluetooth.

signed out of iCloud.

turned off hand-off.

SMC reset, same.

removed and re-added bluetooth device after restart. issue recurred.

So in summary: Before opening Safari, the trackpad works okay as well as in other apps. once safari, runs and even after closing it, problem persists. None of this happens while using a regular plugged in mouse.
