have to boot twice

brand new mac mini 2014-

when i boot the first time, it turns on, but doesn't connect to a peripherals - usb port, usb cd burner, monitor

i have to hold the back button down 10 secs to get it to shut off and then the 2nd time i press it, it turns on correctly and connects to peripherals.

surely this isn't normal behavior?
