how to open old numbers files in OS 10.10.3 without numbers 09

If you still have Numbers '08, exports as and excel file then open using Numbers 3.5. Without Numbers '08 (or to maintain Numbers formatting), download, and install, then Numbers '09 demo, run ALL updates, then read in the Numbers '08 files and save as Numbers '09 so you can open using the latest Numbers (3.5).

I have 10.10.3 and have both Numbers '09 and the new version of Numbers. Why do you think you cannot have Numbers '09?
