I have set my iTunes to back up my iPad and iPhone to cloud. Where are those files actually stored. I cannot find them.
Is it possible to create a folder in iCloud Drive and put them there?

A backup to iCloud is not stored in a way that you can directly access the files. They are only usable for doing a full restore to an iOS device.
