How do I rearrange pages in a document?

I want to rearrange pages in a document. I thought if I use the Thumbnail view I could highlight and drag a page thumbnail where I want it. However when I highlight the thumbnail and start to drag it, all the thumbnails collapse and a blue circle appears with the total number of pages in the document.
