cannot adjust cellular data use

I have an iPhone 5c that will not allow me to pick and choose which apps have access to cellular data. I've gone through the carrier (Verizon) tech support and they couldn't figure it out either.

Does anyone have a clue, or even better, a solution? I've tried resetting, toggling the cellular data switch, and upgrading to most recent software.
