ipad is a paperweight how can i restore it

my iPad was restarting at random, so I did a factory reset now all my iPad dose is go thru the setup and stops at choose wifi after a few mins it returns with we are unable to activate your iPad. I have tried to do it thru iTunes but cant get the whole 1.7GB file dled before it says connection lost, I just had ot replaced a few months but now they say my apple care is expired over a year, what gives?
