Network not found when signing into Apple, but I am connected to my home wireless network.

I reset my iPad because I kept getting a "push notification" that would not go away in YouTube and it was locking up my iPad. Now I cannot sign into apple (even after resetting my password) to enable iMessage. I am connected to my home wireless network. What should I do?

iPad (3rd gen) Wi-Fi, iOS 8.3
