Activating ipad 2

Trying to reactivate my IPAD 2; forgot my passcode and ended up having to restore the ipad. When I go to reactivate the ipad I get this: This iPad is currently linked to an Apple ID (k●●●●●@icloud.com). Sign in with the Apple ID that was used to set up this iPad. Activation Help Apple ID Password Forgot?

I input my ID and password. But get this: Your Apple ID has been disabled for security reasons. To enable your account, reset your password at appleid.apple.com. I have changed my pw several times -it won't accept any of the new ones. I have gone back into my apple ID; ITunes and the icloud and the new password works on each one, except where I need it to work = activating my Ipad2.
